When the web pages are removed from the  search engine’s Index because search engine has deemed them to be spamming or  violent one of other rules of search engine.

A banned website is a website that has been blocked or restricted from being accessed by users in a particular geographical location or network. This can be done for various reasons, including government censorship, violation of laws or regulations, or to protect against malicious or harmful content.

Bans can be implemented at the ISP level, by individual countries, or by companies and organizations that control access to the internet. The methods used to ban a website may include IP blocking, DNS filtering, or URL filtering. Banned websites can still be accessed using tools such as a VPN or proxy server.
